In our experience, the define phase is the one that most of software companies tend to overlook, because the analysts think that a abstract idea coming from the customer is enough to start the development process. This customer's abstract idea is about what the outcome is, not what the software should do. Incomplete and often contradictory requirements are not a rare sight in this phase. We are skilled to recognize, eliminate and resolve these requirements. Only in some extremely rare cases the requirements remain static in this phase. The requirements are usually almost exponential multiplied to include some situations and states that the client cannot and will not include in his idea.
